The Country Coordinating Committee for the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) in Cambodia

NINTH CALL FOR PROPOSALS

At the last meeting of the Board of the GFATM, held in Geneva, Switzerland in April 2008, the Board announced the launch of the ninth call for proposals for funding by the GFATM. Final proposals will be due by January 21, 2009. The Country Coordinating Committee (CCC) in Cambodia is the multilateral and multisectoral body in charge of coordinating and submitting final proposals from Cambodia to the GFATM in Geneva. For Round 9, the CCC is inviting organizations working in malaria response, or in health systems strengthening, to submit Expressions of Interest in line with the Round 9 priorities below (No new submissions are expected in Round 9 in either TB or HIV, although it is possible that Round 8 submissions may be revised. If so, the CCC would notify Round 8 subrecipients).

Priorities for the Ninth Call for Proposals

MALARIA:

1.    Strengthen detection and case management.

2.   Decrease drug pressure for selection of artemisinintolerant/resistant parasites.

3.    Prevent transmission of tolerant parasites by mosquito control and personal protection.

4.    Limit spread by mobile populations of tolerant parasites.

5.   Support containment of tolerant parasites by comprehensive BCC, community mobilization and advocacy activities.

6.    Ensure strategies applied are evidence-based.

7.   Provide effective coordination and management for the containment strategy.

HEALTH SYSTEMS STRENGTHENING

(Cross-cutting HSS proposals must include an impact on one of more of the 3 diseases):

1.    Round 8 carryover

2.    Quality of service delivery:

•     Specifically (one or more): Infection control; drug procurement and distribution; and strengthening blood safety and general laboratory services.

3.    Maternal, Newborn, and Child Health (MNCH):

•     Specifically (one or more): Access to PMTCT services; malaria in pregnancy; nutrition (including TB and/or HIV); and strengthening of MNCH services, care, and treatment.

4.   Governance and community participation:

•     Specifically (one or more): Strengthen and integrate HCMCs, VHSGs, referral systems; health promotion.

How To Apply?

Proposal development is managed by Component (specific disease) and Sub-Component Coordinators. Applicants may apply as Sub- Recipients (SRs) to work directly with Component/Sub-Component Coordinators and (later) the Principal Recipient; or Sub-Sub-Recipients (SSRs) linked to an SR. Applicants are asked to submit Expressions of Interest (not later than 27 Oct 08) as a short concept paper, but should engage with Coordinators before developing full proposals. When To Apply?

Initial Expressions of Interest should be submitted as above, by 27 Oct 08. Deadlines for draft proposal development will be communicating through the Coordinators. The CCC Secretariat will determine whether proposals fulfill the eligibility criteria for the GFATM.

Coordinators will also ensure that final drafts are submitted, after Technical Review Panel comments, by 9 Jan 2009, with final consolidated applications due on 21 Jan 2009 using the Proposal Form of the Ninth Call for Proposals. Incomplete proposals and those not in the required format will not be considered. Forms, instructions, and detailed information are available on the GFATM website: http://www.theglobalfund.org.

The CCC has the final authority to approve proposals.
